GHC1.5bn assets frozen under ORAL – Kwakye Ofosu clarifies

The Minister for Government Communications, Felix Kwakye Ofosu, says assets worth GHC1.5 billion have been frozen under the government’s anti-corruption initiative, Operation Recover All Loot (ORAL).

According to him, the frozen assets form part of ongoing investigations, but cannot be permanently recovered by the state until prosecutions are completed and convictions secured.

Kwakye Ofosu made the clarification while contributing to the debate on the State of the Nation Address delivered by President John Dramani Mahama on Tuesday, 3 March.

He dismissed suggestions that the Economic and Organised Crime Office (EOCO) had recovered only GHC600 million under ORAL.

The minister explained that the GHC600 million figure being cited relates to recoveries made by EOCO through its routine anti-corruption and financial crime operations — and not funds specifically retrieved under the ORAL initiative.

Operation Recover All Loot (ORAL) is a flagship anti-corruption programme launched by the Mahama administration to trace, freeze and recover state assets allegedly lost through corruption, financial mismanagement and illicit enrichment.

The initiative involves collaboration between EOCO and other state investigative bodies to identify suspicious transactions, secure assets and pursue legal action where necessary.

Kwakye Ofosu stressed that asset recovery is a legal process requiring investigations, prosecutions and court orders before final forfeiture to the state can occur.

He reiterated that government remains committed to pursuing cases to their logical conclusion to ensure that misappropriated public funds are fully recovered in accordance with the law.
