The Narcotics Control Commission (NACOC) has officially kicked off a licensing framework for the cultivation of cannabis in Ghana, but with strict limits.
Only varieties with tetrahydrocannabinol (THC) content of 0.3 per cent or below will be permitted for medicinal and industrial use.
In a statement signed by Francis Opoku Amoah, Acting Director of Public Affairs and International Relations, on Wednesday, 11 February, NACOC confirmed that Parliament has approved the regulatory and cost framework needed to operationalise the licensing regime.
The framework allows controlled cultivation, processing, and use of low-THC cannabis strictly for non-recreational purposes.
NACOC stressed that licences will only be issued to qualified entities that meet stringent conditions. These include robust security protocols, product traceability systems, strict adherence to quality standards, and full compliance with all applicable laws.
The commission also issued a stern warning to prospective applicants, urging them to deal directly with its Cannabis Regulations Department (CRD). It cautioned against engaging with individuals or groups claiming to facilitate licensing, noting that only officially approved procedures will be recognised.
While the new framework opens a door for industrial and medicinal cannabis, NACOC reiterated that recreational cannabis use remains illegal in Ghana.
The Commission confirmed it is working closely with key state institutions, including the Ministry of Interior, the Ghana Standards Authority, and the Food and Drugs Authority, to ensure effective implementation, monitoring, and enforcement.
“We remain committed to safeguarding public health and safety while supporting lawful innovation and industrial development in Ghana,” the statement said.
The initiative is expected to boost investment in Ghana’s pharmaceutical and agricultural sectors.
Prospective applicants have been directed to contact the Public Relations Department or the CRD via hotline 0800 307 307 or email at crd@ncc.gov.gh.
