The National Service Authority (NSA) says it will soon begin a nationwide inspection exercise to ensure that all employers in both the public and private sectors are hiring only graduates with valid National Service certificates.
The Deputy Director-General in charge of Operations at the NSA, Lieutenant Colonel Moses Dok Nach Kpeungu, disclosed this in an interview on 20 April 2026.
He said the exercise forms part of broader efforts to curb irregular employment practices and strengthen compliance with national service regulations.
“Very soon we are going to embark on an exercise,” Lt Col Kpeungu said. “We are going to reach out to institutions and the HR units that have employed people without a certificate. It is a requirement for employment.”
He stressed that the legal requirement applies to all employers, including those in the private sector.
“By law, whether you are in the private sector or not, you must do national service. It is an offence to employ somebody without a National Service Certificate,” he added.
The initiative is backed by the National Service Authority Act, 2024 (Act 1119), which makes it mandatory for graduates to complete national service before formal employment.
Although the law provides for sanctions, including fines for non-compliant employers, Lt Col Kpeungu did not specify penalties during the interview.
He explained that the initial phase of the exercise will focus on education and compliance rather than punishment.
“We are not saying dismiss them from your institution. We need to regularise it,” he said. “They will be given a window of opportunity to reach out to us, and we will rectify it.”
He noted that some employers may be unaware of the requirement, adding that the inspection is also aimed at raising awareness across workplaces.
According to him, the NSA currently has 99,508 graduates on active deployment, including newly posted nurses, all receiving a monthly allowance of GHC715.
Lt Col Kpeungu said the exercise is not intended to create tension between the authority and employers but to improve adherence to the law.
“This is not a confrontation,” he said. “We just want to create awareness.”
The NSA is expected to announce a start date for the nationwide inspection in the coming weeks.
