Import sector braces for disruption as traders protest unpredictable duty regime

Ghana’s main traders’ group has called for a week-long halt in import-related activities, citing disruptions linked to the implementation of a new customs system it says is hurting businesses.

The Ghana Union of Traders’ Associations (GUTA) said traders across the country are facing unpredictable duty assessments, delays in cargo clearance and rising port-related charges under the Publican AI system.

In a statement signed by its president Clement Boateng, the association said concerns raised with government remain unresolved, creating what it described as an “unsustainable trading environment.”

GUTA called on freight forwarders and clearing agents to stop paying duties and suspend operations from 13 to 17 April, while urging its members to temporarily halt importation activities.

“These conditions have created an unsustainable trading environment and pose a serious threat to business continuity,” the statement said.

The group also cited the absence of an effective dispute resolution mechanism for customs valuation issues, alongside mounting demurrage and rent charges.

It called for the immediate suspension of the Publican AI system in its current form and a comprehensive review of its implementation.

GUTA urged the government to act swiftly to restore “confidence, stability and fairness” in the country’s trade regime.

There was no immediate response from government authorities to the planned industrial action.

The development adds to pressure on Ghana’s trade and logistics sector, where businesses have increasingly raised concerns over costs and delays affecting import operations.
