The Ghana Union of Traders’ Associations has warned of significant disruptions to port operations and supply chains following what it describes as “unsustainable” import duties generated by a newly deployed Publican AI system at Ghana’s ports.
Speaking on the Asaase Breakfast Show on Monday (13 April), GUTA President Clement Boateng said the system, intended to improve efficiency and curb under-invoicing, is instead producing inflated valuations that are crippling businesses.
“What we used to pay has tripled, even quadrupled. Duties that were around GHC50,000 are now about GHC400,000,” he said.
Boateng clarified that traders are not opposed to digital reforms, particularly the use of artificial intelligence to address misclassification and under-invoicing.
However, he argued that using the system as a valuation tool has resulted in “outrageous” and unrealistic duty assessments.
He further criticised the government for failing to adequately engage stakeholders before rolling out the system, noting that initial consultations only occurred after implementation had begun.
According to him, a coalition of importers, freight forwarders, and business groups has already petitioned government authorities but is yet to receive a response.
As a result, GUTA has directed its members to suspend clearing activities at the ports from April 13 to April 17, a move expected to affect revenue mobilisation and disrupt supply chains.
“If this continues, goods will remain at the ports, and it will have a serious impact on the economy,” Boateng warned.
He confirmed that traders will participate in an emergency meeting convened by the Transport Ministry, expressing hope that authorities will agree to suspend the system and engage stakeholders to address its flaws.
