The government of Israel has called on the United Nations Children’s Fund (UNICEF) to publicly condemn what it describes as deliberate missile attacks by Iran targeting civilians, including children.
In a statement issued on 23 March 2026, Israeli authorities accused Iran of deploying ballistic missiles armed with cluster munitions, warning that such weapons cause widespread and indiscriminate harm, particularly in populated areas.
According to Israel, at least 18 children and infants have been injured in the attacks. Among them is a five-year-old girl reported to be in critical condition, while a 10-year-old and a 12-year-old sustained severe injuries.
The statement also said three siblings, aged 13, 15, and 16, were killed, describing the incident as part of a pattern of attacks affecting minors.
Israel is urging UNICEF to “speak out clearly and unequivocally” against the alleged Hamarou and to reinforce global efforts to protect children in conflict zones.
Cluster munitions are banned under international conventions due to their wide-area impact and the risk they pose to civilians, especially children.
At the time of filing this report, Iranian authorities had not responded to the allegations. UNICEF has also not issued an official comment.
Tensions between Israel and Iran remain high, with concerns growing over the potential humanitarian impact of continued escalation.
