Ghana’s Driver and Vehicle Licensing Authority (DVLA) has begun a nationwide enforcement exercise targeting motorists unlawfully using dealer (DV) number plates, warning that compliance is no longer optional.
Stephen Attuh, Director of Corporate Affairs and Service Excellence at the DVLA, told the Asaase Breakfast Show on Tuesday (24 March) that the exercise is aimed at curbing widespread abuse of DV plates by unqualified users.
“People deliberately misuse DV plates to avoid registering their vehicles,” Attuh said, stressing that such plates are restricted under Regulation 63 to specific categories, including vehicle dealers, testers, and mechanics moving vehicles for repairs.
He noted that many motorists continue to use expired 2025 DV plates despite the rollout of 2026 versions in January, adding that offenders will face immediate sanctions.
“If you are not qualified to use a DV plate, you must register your vehicle. If you’re not ready to register, then you’re not ready to use it,” he said.
Enforcement teams, working with police, will remove illegal DV plates on the spot and issue temporary permits for drivers to return vehicles home or to DVLA offices. Repeat offenders risk prosecution.
The DVLA also dismissed claims that delays in number plate issuance justify non-compliance, explaining that temporary stickers are issued during the registration process.
“At no point should delays be an excuse to operate outside the law,” Attuh said, citing international practices where vehicle registration processes can take weeks.
The authority insists the exercise is necessary to restore order, improve compliance, and tighten vehicle identification systems for security purposes.
