Canada police identify Ghanaian pastor as “principal suspect” in organised welfare fraud

A Ghanaian pastor based in Canada has been identified as the central figure in an alleged organised fraud scheme targeting a homelessness support programme in York Region, according to police.

Isaac Oppong, 38, who previously served as a pastor at Miracle Arena for All Nations, is among 15 individuals facing multiple charges following a months-long investigation by York Regional Police.

Authorities say Oppong is the “principal suspect” in what they describe as an “organised and coordinated” scheme to defraud the York Region Homelessness Prevention Program — an initiative designed to support people experiencing homelessness or at risk of losing housing.

Investigators allege that between January and December 2024, the group submitted fraudulent claims amounting to approximately $99,600.

Police further claim that Oppong used his position as a pastor between 2018 and 2025 to recruit individuals into the scheme, leveraging trust within the community to facilitate the alleged fraud.

The case forms part of a broader probe dubbed Project Great One. Earlier this month, officers executed search warrants across 12 residences and 10 vehicles linked to the suspects, leading to dozens of charges being filed.

Authorities say investigations are ongoing and are appealing to the public for additional information.

The development is likely to draw attention within Ghanaian diaspora communities, particularly given the involvement of a religious leader and the targeting of a social intervention programme meant for vulnerable populations.
