Ghana has signed a landmark Security and Defence Partnership with the European Union, becoming the first African country to formalise such an agreement with the bloc, as both sides seek to address rising security threats across West Africa.
The agreement was signed on Tuesday, 24 March 2026, at the National Security Council Secretariat in Accra by the Vice-President, Professor Jane Naana Opoku-Agyemang, and the High Representative and Vice President of the European Commission, Kaja Kallas.
The signing coincided with the commissioning and handover of security and intelligence equipment to Ghana, including drones, communication systems, and motorcycles, to enhance the country’s defence capabilities.
Speaking at the ceremony, the Vice-President, Professor Opoku-Agyemang described the partnership as a reflection of Ghana’s long-standing relationship with the European Union and a shared commitment to peace and stability.
“This occasion highlights the long-standing partnership between Ghana and the European Union, as well as our shared commitment to peace, stability, and sustainable development,” she said.
She added that Ghana’s decision to join the partnership comes at a time when security threats in the Sahel are intensifying, with implications for neighbouring countries.
“Complex security threats continue to emerge across West Africa. The recent tragic incidents involving Ghanaian traders who lost their lives in Burkina Faso serve as a stark reminder of the dangers of insecurity,” she said.
The Vice-President said the equipment provided would significantly boost Ghana’s operational capacity.
“Today’s transfer of security equipment will strengthen our ongoing efforts to build the capacity and readiness of our security forces,” she stated.
According to her, the EU has supported Ghana through over 30 security-related projects, including training programmes and the provision of equipment under the European Peace Facility.
In her remarks, the High Representative and Vice President (HRVP) of the European Commission, Kaja Kallas said the agreement marks a new phase in EU-Ghana relations, expanding cooperation into key security areas.
“Today, we are taking our partnership to a new level by signing a security and defence partnership. This is the first of its kind in Africa,” she said.
Kaja Kallas also disclosed that the European Union has committed about 50 million euros in support to Ghana since 2023, including military equipment and training for security personnel.
The partnership is expected to strengthen cooperation in areas such as maritime security in the Gulf of Guinea, counter-terrorism, cyber security, crisis management, and climate-related security risks.
