CDABI flags possible regulatory issues over Blockchain.com marketing in Ghana

The Chamber of Digital Assets and Blockchain Innovations (CDABI) has welcomed the entry of global cryptocurrency platform Blockchain.com into the Ghanaian market but has raised compliance questions regarding the company’s recent consumer marketing campaign.

In a statement, the industry self-regulatory body said the arrival of an internationally established virtual asset platform signals growing global confidence in Ghana’s digital asset ecosystem and the country’s regulatory framework established under the Virtual Asset Service Providers Act, 2025 (Act 1154).

CDABI noted that Blockchain.com launched a mass consumer-facing campaign in Ghana on March 9, 2026, announcing the introduction of Ghana Cedi (GHS) trading and inviting local users to submit identity verification documents to access its services.

However, the Chamber pointed out that on February 20, 2026, the Bank of Ghana and the Securities and Exchange Commission issued a joint directive under Act 1154 requiring all Virtual Asset Service Providers (VASPs), including those operating within the regulatory sandbox, to obtain prior authorisation from both regulators before launching mass marketing or public promotional campaigns targeting Ghanaian consumers.

CDABI said it was not in a position to determine whether Blockchain.com had secured the required approvals or its current licensing status under the Act, noting that such determinations fall within the mandate of the BoG and the SEC.

“The Chamber’s purpose in issuing this statement is solely to ensure that the matter is formally on record and available for regulatory consideration,” the statement said.

The organisation emphasised that its concerns are institutional rather than adversarial, stressing that the regulatory framework established under the Virtual Asset Service Providers Act, 2025 must apply equally to all virtual asset providers operating in Ghana, regardless of their country of incorporation or global profile.

According to CDABI, consumer protection remains a central concern, particularly where the authorisation status of a platform has not been publicly clarified. It noted that engaging with platforms without confirmed regulatory approval could expose consumers to risks the framework was designed to address.

The Chamber also highlighted the importance of maintaining a fair compliance environment for all industry players, pointing out that VASPs that adhered to the joint directive did so at significant operational cost.

As part of its response, CDABI said it has written formally to the head of the Virtual Asset Department at the Bank of Ghana and the chair of the Virtual Asset Committee at the Securities and Exchange Commission to bring the campaign to their attention and request any guidance regulators may consider necessary.

The Chamber also confirmed that it has contacted Blockchain.com’s Africa leadership team to raise the compliance questions and invite the company to engage with CDABI as a regulatory partner for its Ghana operations.

CDABI said it remains open to a constructive and collaborative relationship with Blockchain.com and supports its compliant participation in Ghana’s emerging digital asset market.

The Chamber encouraged the platform to engage with Ghanaian regulators and provide public clarification regarding its authorisation status. It also called for further guidance from regulators on how the joint directive applies to international platforms entering the Ghanaian market.

According to CDABI, clearer guidance would help strengthen consumer confidence and further position Ghana as a well-regulated hub for digital asset activity in West Africa.
