Government introduces Value for Money Bill to parliament

The John Mahama administration has laid before Parliament the Value for Money Office Bill 2026, a measure aimed at strengthening fiscal discipline and tackling inefficiencies in public spending.

Finance Minister Cassiel Ato Forson said the bill seeks to address inflated contracts, abandoned projects, and wasteful expenditures by institutionalising a framework to ensure value for money in government operations.

“This bill aims to ensure that every cedi spent by the government delivers the maximum possible benefit to citizens in terms of economy, efficiency, effectiveness, equity, and sustainability,” he told lawmakers during the bill’s presentation.

Dr. Ato-Forson added that the bill would establish an independent Value for Money Office, a specialised body tasked with conducting assessments and issuing certificates before major contracts are awarded.

“Furthermore, the establishment of the Value for Money Office will create a specialised independent institution with the technical mandate to conduct value for money assessment and issue a value for money certificate before major contracts are awarded, monitor compliance, and ensure sanctions where violations occur. The overarching objective is to ensure fiscal discipline,” he said.

The bill is part of the government’s broader effort to improve public financial management, enhance transparency, and promote accountability in the execution of state projects.
