A Ghanaian citizen has formally sought detailed information from the Ghana Cocoa Board (COCOBOD) concerning recent management salary reductions, procurement activities, and the rationale for lowering cocoa prices paid to farmers.
In a letter dated 17 February to COCOBOD’s chief executive, Emmanuel Senyo Amekplenu cited the 1992 Constitution and the Right to Information Act, 2019 (Act 989), requesting documents supporting the board’s 16 February announcement that executive management salaries would be cut by 20% and senior staff salaries by 10% as part of efforts to stabilize the regulator’s finances.
The citizen requested copies of board resolutions, minutes, and directives authorising the salary reductions, as well as figures showing the wage bill before and after the cuts, projected savings, and details of the referenced staff rationalisation exercise, including the number of employees affected.
The request also covers COCOBOD’s approved procurement plan for the 2025/2026 financial year, any amendments made, and a detailed list of all goods and services procured since Jan. 1, 2025, including suppliers’ names, contract sums, procurement methods, and copies of award letters or contracts.
Furthermore, the citizen is seeking information on the legal, financial, and policy basis for the reduction in cocoa prices, requesting minutes of meetings, board approvals, financial data relied upon, and correspondence between COCOBOD and the Ministry of Finance or other government agencies.
Under Ghana’s RTI law, public institutions are required to respond within 14 working days, with any refusal to provide information accompanied by written reasons citing the applicable exemption. COCOBOD has yet to publicly respond to the request.
