Kabiru Tiah Mahama has voiced concerns over the legislative process in Ghana, warning that Parliament is at risk of becoming a “rubber stamp” for the executive.
Speaking on the Asaase Breakfast Show on Tuesday (27 January), Mahama, a member of the minority caucus, said that most bills are passed under the “certificate of urgency,” which he argues undermines parliamentary scrutiny and public consultation.
“Every single bill is brought under the certificate of agency, denying members of parliament the opportunity for detailed oversight,” Mahama said. “Parliament is on the brink of falling into the pockets of the executive.”
He added that while urgency in legislation is allowed under the Constitution, the supermajority in Parliament is abusing its powers, prioritising the executive’s agenda over independent legislative oversight.
Mahama suggested that post-passage reviews could help correct deficiencies in hastily passed laws, but stressed that the minority caucus will continue to monitor and challenge any actions that compromise parliamentary independence.
He also criticised recent judicial actions, questioning whether post-appointment visits by the Chief Justice and other judicial engagements risk blurring the line between judicial independence and cooperation with the executive.
