Political analyst and democracy fellow at the Centre for Democratic Development (CDD-Ghana), John Osae Kwapong, says Ghana’s 1992 Constitution remains one of the country’s most enduring democratic achievements, having survived multiple political and institutional challenges over the past three decades.
Speaking on the Asaase Breakfast Show on Constitution Day (7 Janaury), Osae Kwapong described the Fourth Republican Constitution as Ghana’s longest-serving uninterrupted constitution, noting that it has outlived all three previous constitutions by nearly 30 years.
“This constitution has survived five presidents, nine elections, and two major election petitions resolved by the Supreme Court,” he said. “It has also endured the removal of key constitutional officeholders, including an Electoral Commission chairperson, two deputies, and a Chief Justice.”
According to him, the resilience of the constitution reflects Ghana’s growing democratic maturity and citizens’ acceptance of democracy as the preferred system of governance despite its imperfections.
Osae Kwapong argued that Ghanaians have “made peace with democracy,” choosing constitutional processes over military interventions or authoritarian alternatives that characterised earlier post-independence eras.
“As imperfect as democracy is, Ghanaians accept that it is better than the alternatives we experienced after independence,” he said.
He added that increased professionalism within state institutions and a culture of resolving disputes through democratic mechanisms have been critical to Ghana’s uninterrupted multiparty democracy.
