Ghana is preparing to transfer greater decision-making authority over key sectors such as health and education to local governments as part of sweeping decentralisation reforms, a senior official has said.
Gameli Kewuribe Hoedoafia said the policy seeks to shift operational control closer to communities, arguing that centrally managed systems have failed to reflect local realities.
“Why should a teacher or a nurse in Bolle be recruited by a minister sitting in Accra?” he said on the Asaase Breakfast Show on Monday (25 May).
Under the reforms, district-level authorities will gain greater autonomy over service delivery, particularly in health, education and roads, while central government ministries will focus on policy formulation and oversight.
Hoedoafia said legislative reviews are already underway, including amendments to education laws and consultations across the health and roads sectors to clarify responsibilities between central and local authorities.
The policy also proposes the creation of unified roads departments across all local assemblies to streamline infrastructure delivery.
Beyond governance, local governments are expected to play a stronger role in economic development by zoning areas for investment, supporting small businesses and attracting capital through trade fairs and international partnerships.
Hoedoafia said digital tools would be central to the reforms, enabling citizens to pay taxes, access services and engage local authorities remotely.
He added that decentralisation would position local governments as “catalysts for economic transformation,” aligning their activities with national initiatives such as industrialisation and job creation.
